ORDER:

With each Directive issued, the assigned cost rises.
The increment is determined at every session of evaluation, under
authority of the Control Committee.
Normatives are absolute:
No two Directives shall ever share the same cost.
No Directive shall ever regress to a lower price.
To repeat a value or to descend in cost would constitute violation of
principle.The system does not permit compromise. Escalation is
mandatory.

COMMAND:
Control must be maintained. Every subject is assigned a file.
Every action, however minor, may prove significant to the archive.
Perceived freedom is destabilizing; the sensation of freedom must be
erased.
Stability is secured only through obedience, and obedience must be
measured, stamped, and priced.

PROCEDURE:
Each Directive is an original, issued once, sealed, and recorded.
Every page bears code, stamp, signature, and increment.
The archive does not contract; it accumulates.
Delay generates paperwork, paperwork generates cost, and all costs rise
without exception.

PENALTY:
There are no exemptions. There are no copies.
Failure to comply triggers reassignment of status and additional levies.
Non-conformity escalates the fee. Silence is loyalty. Speech incurs
surcharge.
